European Commission: 5 public consultations on European Digital Identity

Today, the European Commission has launched five public consultations related to the European digital identity framework and portfolios. The deadline to send contributions, for all consultations, is 27 December 2024.

 

Why it matters to FEBIS - The digital identity will have to provide an efficient system of data security and ensure that trust service providers of qualified attestations of attributes cannot receive and information about use of attributes. The following implementing regulations will provide the technical and practical details of how the regulation will be applied.

 

The consultations concern draft implementing regulations under:

  • European digital identity wallets - list of certified wallets. The implementing act sets out the rules for the submission of information to the Commission on certified wallet solutions and related eID schemes by EU countries. It also lays down the requirements for the secure electronic system to be set up by the Commission to receive communications.
  • European digital identity wallets - registration of parties relying on certification. The act lays down provisions on the registration procedure for relying parties in EU countries and covers the information required for authentication to access European digital identity wallets and the contact details of relying parties and the intended use of the wallets.
  • European digital identity wallets - security breaches. The implementing act establishes rules for EU countries to have mechanisms in place to ensure the suspension and, where appropriate, withdrawal of European digital identity wallets in the event of a security breach or partial compromise of wallet trustworthiness.
  • European digital identity framework - verification of electronic attribute certificates. The implementing act establishes requirements for the issuance and validation of electronic attribute certificates. It also establishes a catalogue of attributes that must be verifiable against authentic sources and defines rules for notification and publication of information on public bodies that issue attribute certificates and are responsible for managing authentic sources of such certificates.
  • European digital identity framework - cross-border identity matching. The implementing act lays down provisions on unambiguous identity matching when using electronic identification means or European digital identity wallets. It sets out what EU countries must do to ensure unambiguous identity matching when users wish to access cross-border public services online using electronic identification means or European digital identity wallets.

 

As for the next steps, comments received by the European Commission will be taken into account during the finalisation of the initiatives.
